Pretty sure it can escalate beyond fines (which can be pretty hefty) if you fail to actually comply.

In some places animal control may even be able to take the bird away altogether. Which, as we know, birds take being separated from their owners really well. They don't form strong social bonds or experience trauma during seperations.

Tbh the fact that she's willing to risk this happening to the bird at all makes me think she never deserved to have it to begin with
And the bird would scream and animal control would be called again and the bird would be taken away again and I imagine eventually it could be taken away permanently.

Also in some areas apparently this woman could be sued for and potentially charged with harassment

It would be a long arduous process but it sounds like the neighbours have proof she did this maliciously

And either way, once again, using the animal as a pawn and putting it at risk is a selfish, abusive thing to do. Even if it does stay with her until death, she's now made it extremely less appealing to anyone who might take care of the bird after her
