It's just more cost effective.
Why go for overkill when the only thing it'll yield is less stuff to make weapons from?

A gun is not highly delicate circuitry.
And you assume the Gov't cares how many they lose. All they care about is not spending a lot on weapons and material. They can indoctrinate new hires anywhere.
