I think they meant that the person is acting really nervous etc, and it doesn’t look like something that would belong to them, e.g wearing really cheap clothes and sandals but having a £700 bike.
For example I bought a bike for about £50 and this absolute piece of crap had a part worth about £225, so I put that part on my better bike

The one that's not stolen, obviously. Why even risk getting slapped with fines for being in possession of stolen goods? Buying stolen goods would make you an accessory to the theft, and you'd lose the bike anyway.

I’d probably say something along the lines of “it was their crime, so if I get a good deal on a purchase, I’m allowed to take the deal”
