Best I could manage is a short goatee. Cheeks are still patchy. If my father's side is any indication, it'll fill in in my 20s. If my maternal side has any say, it won't.

Facial hair and male pattern baldness is based on your mother's side of the family. So yeah, it probably won't fill in.
