Pretty sure I've posted a pic of hers before, but either way. Artist has a gorgeous, vivid style. She tackles surrealism, cyberpunk, dystopia, environmentalism, politics, and various other topics in her art. She also has several webcomics, and an online store

Haha I love those ones too!
.
All her work is so beautiful. I was putting this together and after a bit I stopped and was like "okay, you literally have almost 80% of her pictures here...." And I had to cut it down. Point is to share some of their amazing talent, not just move their entire gallery around the internet xD not to mention funsub would have had a hernia trying to upload it...
Short-ish answer:
It's a concept art from her "Fisheye Placebo" webcomic, which is set in a dystopian futuristic China (or country based on China - I can't remember for sure) where the government watches everything people do, censors everything people do, and brutalized anyone who resists.
.
The character depicted is named Van. He has not been in that actual scenario as of yet. Currently he is currently an apathetic college kid who hacked his college computer to try and arrange to be the roommate of a hot girl.
.
Inadvertently he picked a girl who is part of a resistance against this government. His hacking skills manage to impress her partner, and the partner decides he's going to make use of the guy and draw Van into the resistance - whether Van wants to be part of it or not.
Longer answer (which will look shorter):
The artist grew up in a dark part of China, which was filled with pollution. Her father was dirt poor [think: lived on rats to survive].
.
So many pieces of her artwork - and the Fisheye Placebo webcomic - are based off of her experiences when she lived in China (She's American now Iirc). The pollution, poverty, corruption, and brutality. Iirc the artist has actually been banned in China due to her vocal nature, and the topics of some of her artwork. Ofc her time in America has influenced it as well.
.

Tbh Fisheye Placebo is how I found her art in the first place. The guy next to the tiger in this post is also a main character from that webcomic.
.
The first few chapters are more goofy a lot of the time (the artist has a quirky sense of humor), but she's getting into the darker aspects of the world she's creating.
.
The only downside is she hurt her hands from drawing so much, so now her updates are slow.
.
