Lol. I was just doing a “too much air” reply it seems last week or so. But yes. The air is for your benefit. They could put more chips- but you’d need a bigger bag, and bigger than the extra chips so you can keep enough air. Even if they put more chips without a bigger bag or more air, you’d pay more... more chips cost more. The volume of air is largely irrelevant to the cost of a given weight of chips. But the extra packaging and shipping costs and new machines... the cost gets passed on. And smaller chip bags are portable. Making them bigger loses that- and what if people who don’t want or need than many chips?

But here’s the real kicker- a “small” bag of lays is 1.5 ounces and a serving of lays chips is about 1oz. So there isn’t really any practical reason to add more chips to the smaller bags if we are considering sensible servings. The larger bags you could add maybe a serving give or take? But in an age where consumers and watch groups and governments increasingly seek to limit companies incentivizing gluttony and even hold them liable for it- it seems unwise of lays to add MORE product to a bulk bag and rely on you to stop at 15 chips or weigh out snacks by the ounce.

The party size bag serves 15. How often do most people serve 15 guests who all want chips? And even with less air more chips, if you have more than a couple extra people over 15 or big smackers- you’re gonna need a second bag anyway. For a person buying a large bag for themselves- if you eat a serving a day of chips that’s half a month on one bag. You’ll get maybe an extra couple days with more chips in the bag? If you have multiple people using the bag daily- the extra chips wouldn’t even stretch the bag a day. And you’re still paying more for the bag so it isn’t like you’d be getting free chips.
