I wish I could smooth talk like the guy who convinced the government to fund his spooky ghost tank research

I remember reading about a CIA plan to abduct and murder people, drain their blood, and string them up in forests to convince the enemy that vampires were creeping around there. I guess one of them got to talk with a local after the fact and they had a conversation about it.
