Whose side is Florida on?

Disney’s side. Basically. They pretty much run their own country and government at Disney. They have their own cities and utilities and services. Their district is ran by a board elected by residents who work for Disney- and the board happens to... work for Disney. This basically gives them the ability to function as an ALMOST sovereign government in partnership and grated authority through the United States. Disney even has its own special buildings codes not used for the rest of the state.
