I guess it depends. Maybe some luxury goods factories will close temporarily but I'm pretty sure they wouldn't close down farms and stuff. That'd be dumb. Then again govts are not known for being smart. But still.
I'm not sure where you live, but in my area, the factories that processed beef did shut down. So no, the farms didn't shut down, but there was no way to process the cows, and therefore, no beef in the stores. In fact, because there is no benefit in farms paying to keep animals alive that they can't sell, there were multiple reports of farms killing the animals and then "throwing them out." This is just one example. Other kinds of factories closed and there were shortages of different things as well. So yes, governments are not known for being smart.
Ah, wow that's pretty extreme and pretty dumb. I mean I get that diseases can spread through the meat and apparently covid can survive even on frozen meat but just closing them down instead of maybe giving them subsidies so they can improve the hygienic conditions is idiotic. It's food for fucks sake, if there's anything that needs to be going during a crisis it's this.
Over here they just closed services like barber shops or nail salons and ordered restaurants to only serve takeout (which has already been rolled back last week as the numbers went down). The former of which wouldn't be necessary if people just fucking wore masks and washed their hands.
