If I remember correctly, it's not "free for all" but they put them in public toilets for everyone to use, just like toilet paper.
And I think it should be the norm.
Heck yeah! I'm sponsoring friends for this just so they can have a normal life and there's always a box of tampons and pads in my bathroom for visiting friends in need. It's stupid that half the population have to pay extra just to go to work and school.
