Something spinning, like the bike tire, has angular momentum. Some of that momentum gets transferred to linear momentum; notice the guy's arms get pushed away from the angular momentum when he tilts the spinning tire. Since he's on a spinning stool, some of the guy/tire's linear momentum back in to angular momentum and the the guy/tire rotate the opposite way.
