It is a fun thought and seems paradoxical at first but it really isn’t. There really aren’t “total” conformists or non conformists in any society.
There isn’t really a “social norm” so much as there are sets of things that on the whole can be said to make up the norms for a group.
If everyone rejected all social norms entirely you would not have a functioning society. A society by definition requires some structure of order or shared purpose.
The simple social interaction between people or social animals requires a level of conformity- language is an example of conformity. Even being able to gesture and signal requires conformity through a mutual understanding and agreement.
The only place you’d have true non conformity is where individuals had no means to achieve mutual communication or awareness of each other. That is- not a society, thusly having no social norms there would be nothing to conform or not conform too. That is essentially anarchy or a non social state of being.
