I really only have one idea- which is I assume he’s trying to keep his driveway clean. Which sounds odd, but floods can carry debris and garbage and all manner of foul things that can smell bad or leave stains on cement or just generally leave a mess. On top of that flood waters t leaves tend to suspend oil from roads etc and other liquid contaminates that can dirty or stain driveways or even be health or safety hazards. A pressure washer would probably be the better tool for the job of cleaning such things from a driveway, but I guess a lot of people may not own a pressure washer (even though it’s a great general tool to have..)
That would be the only semi logical guess I could have. As potentially helpful fact hopefully no one will need:
If your yard etc. are ever flooded- not where the whole street is flooded like this, but poor drainage, clogged drain, broken water pipe etc. cause local flooding- often times you can take care of the flooding with nothing but a garden hose.
Instead of spraying water Like this, if you take the hose off the spigot and place one end lower than the flooded area, where is suitable to drain the water off, you can place the other end of the hose in the water and it will act as a siphon to drain off the flooded area.
i love my pressure washer, with a pool it's a must have as sometimes chlorine starts caking and scrubbing it off is can take hours. Then the other random shit you can do with it.
