Except Kaliningrad, the Russian enclave, with a fully equipped naval base full of subs, divers and whatever else might be needed is conveniently seated in the Baltic between Poland and Lithuania. Not saying it was the Russians, just saying they had the means and opportunity.

BUT WHAT MOTIVE!? oh right, pressuring NATO to back off support to Ukraine. Hmmm. Yup, they done gone & done it.
