If the survival of our species depended on women making the first move, we would have gone extinct a long time ago.

Not to be "that guy" but I've heard women who date women complain about much the same problem. Our cultures have taught us that men should make the first move and when we don't, a lot of women don't know how. Frankly, a lot of men don't know how either so it usually comes down to one party taking the initiative.
