in the emirates they pay locals about twice than what they should pay to study

They do in Saudi Arabia, and if your grades in high school are good enough you can study wherever you like outside the country and still get paid.

I paid $36,000 USD for my daughters freshman year in college. $51,000 for the second year.....

Here in England, I go to a private schools so I pay over a grand for education -.-

You don't have to go to a private school so you can't complain about the cost and make a -.- face (unless you meant having to pay for university, in which case - complain away, 'cos the university fees are appalling!!)
