Like all communication, it depends on both parties' ability to understand and reciprocate. I use a lot of emoticons with close friends that I wouldn't use with acquaintances or even distant friends because I know they wouldn't get it.
My best friend uses a loooot of emoticones too , the japanese ones you see. That's fun but yes , sometimes her smileys are so confusing I don't understand them all
I agree with this picture and support the reasonable use of smileys. I also like to use reaction pictures and gifs when the forum supports their use.

I think emoticons replace linguistic skills that are lost.
Imagine classic books with this shit in every sentence or a comedy movie with a screen every 20 seconds saying "now it's funny".
