I thought it meant the joke went over his head

Here's my reasoning. If the joke was on him then the word joke would be actually on him, not just hovering. If the joke went over his head then the arrow would be over his head along with the word joke. Since the word joke is next to him and an arrow is pointing at him I concluded that they implied the person was a joke.

Why are you down voting that? ^ Seems like pretty solid logic to me...
