Well, if we're talking about the original meaning, as described by Richard Dawkins, then memes have been around since life began, since genes have been around for that long.

If you mean the popular definition, then probably for as long human culture has existed. A lot it has been passed down orally, and certain notions are sure to stick with people more than others.

The oldest meme that I'm aware of is Quetzalcoatl. Apparently, most of the evidence of the deity's existence is purely referential.
