That's the case for every romance in TV and movies. It's that people often see gay romance as forced because it's uncommon, and thus somebody must have agenda when they put it in.

Shelters are a thing, but barriers exist. Shelters are often overcrowded or filled to capacity, and the tightness of the quarters sparks a lot of interpersonal drama, and many of them are sober shelters that bar anybody who might even look under the influence. I used to work at a shelter in New England and the hardest part was getting the folks to buy in to it and actually get there asses there.

They tried that in Florida, I think. The cost to administrator the tests far outweighed the saving from catching the very small number of people who didn't pass.
