Thanos' snap dusted half the universe randomly. Likely, he saw a universe where everything preceding the snap was the same, but a different set of people dusted and the end was naught.
So Strange was putting a lot of bet into the right people making it out alive, with no way to determine who would or any way to influence it.

He responds to the first one, as well as it moves the piece of wood w/e that's on the ground.
The second one is a reaction to a piece of debris that can be spotted a few frames before the second car passes, after which it is discreetly edited out. The third car comes at too sharp an angle to be moving that fast, and there's no response to a guy going almost 90 degrees into the lanes. The fourth car doesn't move the piece of wood or w/e that's on the ground.
