It's not perspective, it's just the Netherlands. While the road (the A6 motorway) does run below water level, it's not actually the ocean but "just" a large lake (IJsselmeer).
Building below sea level is kinda their thing.

As far as I could find out, cats cannot see infrared. It's also highly unlikely a common webcam is emitting infrared.
I do not, however, have an alternative explanation.

The car being fucked was most likely just the car itself having a hissy fit. It's pretty established that the thing literally had a mind of its own, and with that level of magical enhancement it's probably not the battery nor the engine keeping it running.
However I was wondering about Colin Creevey's camera, which would have had a flash capacitor in it. He hardly seemed to have the magical know-how to provide a magical alternative, and it wasn't until a ways into the book that he figured out that he could make his polaroids move.

Unless I'm mistaken, magic fuckery only affects electronic devices. This only happens in places where there is a high amount of "magic in the air" although given that the ministry of magic is in the dead center of London, I would assume they can do something to control that, they just don't bother in remote places like Hogwarts.
Regardless, mechanics, clockwork, hydraulics, etc, should all work within Hogwarts. They do have clocks, after all.
