Nobody does that, and you can see through the paper that it's just weed. On top of that, you'd be able to tell immediately on the first puff whether it's weed or not.

One reason why it'll never happen is because our paper system is all inches, and offices country wide all use letter and A4 paper. Those are measured 8.5"x11" and 8.5"X14".
