I've never been to a library that offered them for free. Books, yes. Movies, from VHS to DVDS to Blu-Rays, it was always at least $1.

So wait, you're saying that based on this one photo of a person flipped off an officer in front of a camera didn't immediately get beat down by that officer (again, in front of a camera) then no oppression must be going on? Well, that and rampant corruption. But yes, being a single exporter petrol state meant that once oil tanked, the economy went with it. It's why Venezuela was ok back when oil prices were high. Though, having a lot of government programs doesn't help when you have no money. But Venezuela was fucked either way because no one has money because everyone's money was dependent on one commodity.
