In all seriousness folks, if you need to change out a tire that even remotely looks like this, the first thing you should do before you even touch it is start letting the air out.
Broken tread and/or sidewalls are incredibly dangerous and could rupture at any moment.

yes, but the real pain and damage is in the emotional trauma left to the loved ones thanks to tyre tumours
I'm willing to assume it was parked for an elongated amount of time. Causes a depression in the tire and can lead to this, though normally the tire will just crack. Also probably a cheap tire, most tires have a honeycomb type pattern on the inside to prevent this among other things.

@mcd, yes, that why early detection increases survivability. The earlier treatment begins, the better the prognosis.
