The guy in the second panel meets none of the weight x height requirements set by any branch of service. Sorry but I believe that is a civilian.
EDIT: did about 5 minutes of research. I don't see any ACU that has those dark shades. The closest that "uniform" comes to is the BDU which was used from the 80's till the early 2000s.

I agree. I was denied enlistment because I needed to be 7 feet tall to be proportionate to my *ahem* chest size

If you want to enlist than you're going to have to lose weight. I'm not very tall and i'm kind of chubby (5'9" x 200 lb) but I still meet them. Hopefully I wont be big enough by the time I leave High School to be denied enlistment.
That uniform does look remarkably like the Marine digital green uniform.

@fairfly: What country/branch? The US Army (is supposed to) takes into consideration bust size when making height/weight body fat determinations.
If you are in the US and dead set on joining the service, I would contact your Senator. (It frankly sounds like a case of sexual discrimination.)

Do consiter that the physical fitness requirements could prove to be even more difficult (and painfull) for someone with those proportions.

Not gonna say my weight... but I'm 5'1". I had lost 20 pounds when I tried to join the US Army. My chest size was 44DD before I lost the weight, after.... I was 38F. I know it sounds crazy but I was with my chest was with me the whole time and had them measured before and after...
@emptyvoid: The current height/weight table shows the max for the 17-20 group for 5'9" is 169 for women and 175 for men.
Now if you are over, your body fat percentage will be calculated and you can still pass, even if you are "over" on the table.
(At 17-20, men are allowed 20% and women are allowed 30%)

@smitty, I'm pretty sure I meet the requirements now. I have like... 10% - 12% body fat (somewhere in there last time I went to doctor a few months ago) so it's probably 12% - 15% now.) The wierd thing is that I look "bigger" then the way the papers describe me.

2. You are not allowed to be denied into the army based on bust size alone. My husband is a drill sergeant in the army. He has a private last cycle who was a 38F. I know because I completed her intake physical. If your recruiter told you this, it's because they don't know what they're talking about, or they are lazy and don't read to do additional paperwork!
The second panel in not an American serviceman. That pattern is British or European. @emptyvoid: If you are serious talk to you recruiter they have way of helping. There is always a way and in some cases, a waiver depending on the branch you are enlisting in. When you do go in just remember; it doesn't matter if the drill instructor has you do or if it seems that they are picking on you...it is for your own good. IF you decide to join after all.
