I imagine the windows have some kind of shading, either they auto-darken or have between-the-pane blinds. Same thing for privacy the windows are likely tinted so you can't see in but can see out.

Imagine getting down and freaky for a few hours, faces buried in each other's various orifices, then looking up and seeking you had an audience.

I agree with the statement in the pic, right up until the strikes are local. When the flash to bang reaches zero and start threatening to hit the dome... it's time to take cover on a lower level.
