It is the same guy. Hard to believe, I know, but Nathan kress posted it on his insta and you can tell it's him, especially if you've seen recent pictures of him.
Its definitely both Nathan Kress. I watched the ice bucket challenge the bottom pic are from, and his voice is almost the same as it was on the last season of icarly. It sounds so unfitting XD its weird but its totally him though.
