Uhh...everyone? I mean, unless you need to draw some geometrical shape, you gotta do the test in pen. At least that's how it works where I live. We have to write in pen to eliminate the possibility of students erasing and rewriting answers and then demanding a better grade.
From Primary to Secondary I was always taught to do math problems in pencil because pen was too messy. The teachers photocopied our tests after grading them for their personal files so no one would be able to claim they were miss graded. I'm Canadian if that helps.
