Not sure how its obsolete. Who wants the sun coming up at 4 in the morning in the summer? Who is that helping? It would also mean the sun goes down around 7pm in the summer instead of 8pm. Remember that daylight savings time effects the summer months. You aren't "losing" an hour in the fall, you are going back to standard time.
It's obsolete because we're not trying to save fuel and conserve natural light. We're not in a world war. No matter if we have DLS or not, the sun's going to come up at a goddamn obnoxious time anyways and go down at another goddamn obnoxious time.
Number 9 is an idea set in place many years ago by some person i forget the name of, but its original reason was to make people stay outside longer into the night, thus saving electricity lighting the house during the summer nights.
It was proposed by Benny Franklin, instated in WWI to save on fuels for light. Uninstated afterwards, reinstated for WWII for the same reasons. Kept on because of the energy crisis of 1970. Perhaps we got lazy and don't want to bother taking it down.
