I was sitting behind one of these girls, and when I told her that it annoys me, she started doing it on purpose every lesson. But cutting the hair isn´t one of the luckiest solutions too...
Just start smelling her hair and exhaling like you just jizzed your pants. Taste the hair .... rub it on your face.... when she pulls away yell "NOOO! MY PRECIOUS!"
This is considered Simple Assault. In some cases it carries a fine and jail time.
If this person does this constantly despite being asked not to, you could ask the teacher to change places or move the desk back.
Something like this happened to me. The guy wouldn't stop kicking the back of my seat and the teacher wouldn't do anything, so each time he did so, I shouted out loud to stop in as annoying a yodel I could. Eventually the teacher got tired of me interrupting and made him move to the front of the row.
Chances are she didn't even know it's on your desk. You see, the thing about hair is that you can't really feel where they are right now. It wasn't really her fault. Which makes you a huge asshole and I hope you burn in the pits of hell.
For years my hair was so long my braid reached past my butt and I feel for her, really. I only had this problem once, and the guy just brushed it off his desk.
I do hope it went to civil court as assault, but most likely everyone brushed it off.
When I was in high school I grew my hair out long so I could donate it. Also I had a Phillipino friend who in her culture she couldn't cut her hair until she got married. So yeah......
Well, that is not nice. So yes you should've grab the scissor but instead of cutting the hair, which will easily grow back and then disturb you again, maybe you could just cut the source. Therefore, your life will forever be free of that annoying hair :)

I would seriously, without hesitation, grab those scissors off that white bitch's desk, tie his white ass up and fucking cut his hands off from his fucking wrists with those same fucking scissors. Fucking white boy doesn't know how to use manners and be like, "Excuse me, you're hair is on my desk." Then I won't fucking either. I won't fucking be like, "Excuse me, what the fuck? I'm suing you."
