It's good that neither committed suicide, but both of them are wrong if this was an attempt to kill the other one and pass it off as a suicide.

Maybe she didn't trust him to jump so that was what the chute was for, but had he jumped she wouldn't have popped the chute. He betrayed her so she had to use plan B.
The husband. The wife probably thought he wouldn't jump so in case he didn't, she had a parachute for precaution. When she saw he didn't jump, she was able to release the Shute.
Plot twist: they didn't intend to kill themselves, just jump off a building with parachutes, and the husband chickened out because doing that is illegal and he didn't want to go to jail.

It would be pretty hard to hide a parachute. And why would you wear a backpack to your suicide? Logically the husband must have known she had a parachute.
