Fun fact: I once wore a Camp Half-Blood t-shirt. I think that was one of the days when the most people talked to me. Same went for my Eevee shirt.

but.. when i see somebody wearing a shirt related to something I like... I'm too shy to talk to them about it, and I've just always assumed that'd be the general response if I were to do the same...
This does not, or rarely, works. Whenever I wear shirts with stuff I like on them in public I'm pretty sure people notice it but they're as introverted as I am and feel too shy to say anything.
It works. I get thumbs up and talked to all the time when wearing an anime shirt. It has to be something NOT mainstream, people who recognise the shirt and don't like what it is will think you're a moron and people who do like it will think you're a poser going with a fad. Go with something more obscure and you will find love.
The advice used to be to carry a book, and fans or just someone curious would be likely to say something. Of course, now I've seen many posts complaining about peopl;e in a coffee shop or restaurant disturbing someone. The delineating factor is probably if you're cute. That is is, cute ones can disturb, the rest better not.
