I know Maryland made a tax that had something to do with collecting rain water on your property, but Maryland also does lots of things it should not to make money.

I'm guessing local. Most of these seem to be local ordinances or state laws.
I'd build a new house with a fireplace. Oregon doesn't like wood burning fireplaces anymore in new buildings.
OK good because if this was actually a thing spreading around I'd collect rainwater in front of the police station just to see what would happen. I'm 90% sure nobody cares, it's one of those bullshit things that exist but aren't enforced. For example, it's a misdemeanor to be in public with an infections disease in Washington State. So cold, flu, fever, whatever...you could be fined but what cop would do that to you? Any good person would ask if you're feeling alright then buy you a tylenol or something.

That's so weird. At least you guys get good fireworks though.
In Oregon, water is considered public property so there are laws about collecting rainwater. A man was jailed and fined not too long for doing so. HOWEVER, when the media reported this, they often failed to mention that he collected something like 13 million gallons in reservoirs on his property. It is within legal parameters to have a smaller sort of rainwater collection system.

no. They are specifically prohibited in the dress code. The only time I've ever gotten to wear one was on a special day where i had to pay $1 to get hat-wearing privileges
I'd go around paddling rude people. Didn't tip your waiter? Screamed at the cashier for something out of their control? Tried to work the system over petty bullshit? That's a paddlin'.
