Can we all acknowledge that the Deep Web isn't a bad place? It's literally any part of the internet that can't be accessed by an HTTP "prefix". So your xbox multiplayer on Battlefield is part of the deep web for example.
Its more like a place but since the Internet can't really have a "place" it's a broad term for sites that are socially unacceptable i.e. Sex cults, shock sites, black market dealers, etc...
