it's not really a general assumption that all cops are bad. Sure we have a few bad apples, but that doesn't mean that every single police officer that has ever, does now, or will ever, watch the streets of [City] is officially a bad cop.

Well of course not. I mean, people don't join the police academy because they want to abuse power. Most join because they want to do good. One of the only reasons cops are looked at as "bad" is because they give you tickets and stuff like that. Also, movies don't make them look like the best people, nor the news.

He's going there after his shift, so he's using his own time not the time he spends on duty

It says he goes to the neighborhood after his shift. And also, if these kids grow up without the attitude problem that many in poor neighborhoods have, they might not grow up to commit crimes. Prevention is powerful.
