Felony indeed. Currency is the property of the issuing government, only the value it represents is the property of the holder.

No it isn't actually. There is an exception to that law made for art. This exception also assumes that you aren't going to try to spend money that has undergone artistic alteration.

Attempting to spend altered money, artistic or not, is illegal. Very illegal, in fact... something on the order of prosecuted at the federal level, earn you 20 years in the pen illegal.
So what if I decide to make art by melting down pennies and casting a shape, and then later decide I don't like the art and sell it as scrap? I think I've found a loophole.
