I will say the freshies in my school are just terrible. There's this one kid that looks like he's 10 who plays on his DS every passing period, and he's walked straight into me 3 times

Would you make the connection between phones/mating rituals and late students? AFAIK teachers rarely roam outside their classrooms during passing periods, only to get quick printouts or coffee or something. I wouldn't be paying attention to students during a quick five minute run to the printer.
they hang out in clusters that block the hall close enough to their next class that they don't seem to be late, but for people who have to go from one end of the school to the other it almost always makes us enter the room as the bell is ringing and some teacher count that as late

Like on some days, i have to go from the second floor to the third, up to my locker to get my instrument, then down to the first floor, all the way on the other side of the school to make it to fifth period
When there are people blocking things, it makes it hard to get there on time
wow you have a tall school, mines only two floors but it kinda sprawls and I have to go from band (I get very little time to pack up and clean my flute since teacher doesn't let us out until about a minute before the bell) all the way across so that I make it to math
