Because they broke it when Sheldon shoved an experiment the other three made in there because he realised that it was dangerous, and it's possibly extremely dangerous within the elevator. Besides, being able to make a space toilet is different to being an electrical engineer.

Howard did attempt to fix it one day, but all he did was push the button to call the elevator and then gave up.
