It's good to teach them to say no but honestly what the fuck are they gonna do if the guy grabs them by the arm. If they start crying and screaming the kidnapper would just look like an ordinary exasperated parent.
Several years ago, in my town a man and woman were arrested and tried for driving around and trying to kidnap a boy to kill so the man could have sex with the corpse. A 10-year-old boy was smart enough to not get in the car to "help them look for the lost puppy"(or whatever the ruse was) and got a description of the car. It seems like the man was marginally worse than the woman, but the woman was plenty bad enough to teach kids to stay away from, yet all the warnings are against a strange man.
Another woman lured girls to their doom because letting her boyfriend rape and kill them made her life less of a hell. But only be afraid of strange MEN, children.

What if the stranger asks "Do you not want to..?"
What do you do then. Saying no will be saying you want to.
