I think that skirts for women were more practical in the past because of a certain event that happens to us every once in a while. Not sure about the history of pads, but tampons weren't invented until after WW1 as they were originally used for bullet holes.
Thats a good point. Women used to wrap rags in their garments, hence the term "on the rag," so if women wore pants, it would be immediately obvious who was having their monthly...
