If it was useful for rescue, humanitarian aid, or provided a better route for reconstruction then I can see why.

Considering they have been working on the intersection near be for 6 or 7 months with absolutely no noticable change AT ALL yet, I dare not speculate.

Two years ago there was a lot of flooding in my area and it took out half of a small bridge so they just put in a temporary stop light and made it a one way road and they have yet to fix it.

Well yeah, they have a lot of earth quakes there. My roads don't get fixed that fast, but we can get them cleared of 35 centimeters of snow before the morning rush.

Our roads don't fall apart as easily, from a CA commuter along the bluffs who has been through many quakes without any major road damage

In my country, Greece, it would take at least a decade to be fixed, but it would be in use and we will have to pay tolls.
