Actually they do kinda have a choice to go to hogwarts. They dont force anybody. Somebody correct me if im wrong

Harry had the choice, I don't think the Dursley's could have stopped him.

The reason he couldn't go to hogsmead was because of Sirius black. He was an unknown and potentially the one to kill Harry. Hence the backwards logic to stop him from going
