There are two purposes to the compression part of CPR. First is obviously to circulate air, but the other is to manually pump the heart. Getting air in and out can easily be done by a mildly firm gentle bouncing on the ribs but you aren't gonna affect the heart in any way like that; you'd need to really dig deep to get the pump pumping.

I'm a trained first responder and one of the things they tell you in training is about these assholes. That's why when you go to help, you state your name, tell them you're a first responder, and ask "may I help you".. If they say yes, help them. If they are unable to respond, help them. If they say no, that's their choice and back off. There are laws preventing this from happening though.
Edit: when you back off after they say no, call 911 and stay with them so if they become unable to respond and are about to die, you step in and do all you can until an ambulance arrives.
But there's also the Good Samaritan law right? Something about you can't be held accountable for any damages done if you made a sincere effort to save a life?

Really? Dear god that's bullshit. Now I'm inclined to let suicidal people die, hell I'll even clear the way for them because if I try and stop them and they get a little boo boo then they might just very well bankrupt me and my family and my extended family and all the poor Asian people out there.

Once in disney world a guy went unconcious, so a man in a goofy costume took off his mask to administer CPR, ultimately saving the guy's life. Afterwards, the guy sued disney, saying that when the man took off his goofy mask it ruined his 'disney experience'.

Actually "about 2 inches" is correct. "As far as you can go" is really not a good idea. Especially on a smaller adult. You could end up crushing someone's heart instead of making it circulate blood. Please don't try that method on anyone.
