The woman with the sign saying "Women are not for decoration" seems to be protesting against Hooters, or some others establishment that dress women in revealing cloths as part of the establishment's appeal, stating that women are intelligent and should be treated as equals. The other woman works at said establishment and is protesting the protester by holder a sign that says "Some", making the statement "Some women are not for decoration", thus trying to insult the protester by telling her she isn't pretty. Tough, at the same time, as stated Undercover, she is insulting herself by saying that she is beautiful enough to be a decoration and not much else.
That's not the same as completely relegating your self to the position of 'decoration'. Look, you can be hot, and maybe sway weak-minded people's opinions because of that, but that's not the same as making yourself someone's decoration. At that point, you're not the one in power anyway, you're just a wall ornament or trophy.
