The British used concentration camps before Hitler. And a lot of the Armenians in the Armenian Genocide were gassed. Hitler used these methods for the Jews.
Many countries used concentration camps before the British had. The first instance in the more modern world was done by Spain in Cuba. The original plans for many of these concentration camps is to provide a haven for civilians but what ends up happening is that rather than allocating resources as much as needed the people are left to starve. Many concentration camps' problems occur when the one side takes on a scorched earth tactic leading to an influx of people in the camps causing more shortage. That being said hitlers concentration camps were never meant to house civillians. It was entirely set up by the government to systematically exterminate a people within there own country.

Actually the first concentration camps in the 'modern' world were the ones that the British used to murder thousands of innocent Boer women & children during the Anglo-Boer war in 1900, but no one gets taught about the 1st one. The prisoners were fed crushed glass which was mixed into their food so that the internally bled to death. All this was just so that the British could own all the gold South Africa had. And the British wonder why so many countries still hate them. I just don't get it when people deny the fact, that there is direct connection between the past and the present. The Queen does actually represent the present AND the past of her country. The general who decided this was what was needed told the government that because it was going to be so brutaul that he wanted no part of it. The next general stepped up to do it and his original plan was to house civillians and keep them safe but what ended up happening was Spain was dealing with huge financial problems and so couldn't do what the general wanted. They went with the plan anyways and used a scorched earth tactic causing more problem for inocent civillians.
