So I need advice: When should you not tell someone that you like them? I have a HUGE crush on this girl but I think she's straight. I also have depression and social anxiety so it's pretty hard for me to talk to her as it is. Is it worth mentioning?
get a wingman/woman. always helps to have a third person get the inside scoop.

Be friends with one of their friends and after you two have been good buddies for a while, start asking little queations about your crush here and there. Make the initial queations innocent like "is she an only child, does she like amusement parks" then let the questions get deeper.
Just remember this: Even if it turns out she is straight, played right the worst that could happen is you make a new freind.
