Okay so a lot of people are talking about how dogs don't cry, so I'd just like to clear up the reason why they don't; their tear ducts drain into their nose and throat so it's not outwardly visible. If a dog has watery eyes/ eyes with discharge it means that they're ill

Dogs cannot cry, they don't have the right glands.
That dog is probably very ill since it has discharge coming from its eye.
