Here's my take:
The freezer wouldn't open from the inside. He felt he couldn't go in because he needed to let them out after it passed. He also tried to tie himself to the outside to prevent himself from being blown away. He only had a bungee and it regrettably failed.

Oh..That's terrible. On that note though, is there a reason freezers are set up to only open from the outside?
Yep, can confirm that walk in freezers open from both inside and out.
However, a likely explanation is that because he needed to get as many people in as possible, he wanted to override the "lock" if that sort of makes sense?
When you close a freezer door and you try to immediately open it again, cause of air pressure equalising or something, it sticks there.
Potentially life threatening in this situation.

He may have wanted to lock the door which could only be done from outside the fridge. After doing that he couldn't go in so he tried his best to survive but unfortunately couldn't.
The door wasnt staying shut which was the problem and people were being sucked out so he attempted to hold the door closed with a bungie cord wrapped around his arms.
