Anything abandoned is going to be a good place for homeless people to move into.

If they had a light to light up that window that way it would be plausible. Because the hotel definitely doesn't still have the power on.

Yea, you can get battery powered camping lights. There's enough camping supplies that you could live quite comfortable without utilities.

That is an abandoned hospital in New Orleans, that someone put a Christmas tree in last year, with battery operated lights.
